Community Preservation Plan

JM Goldson assisted the city in the development of its first community preservation plan and its launch of a pilot program for funding — an opportunity to test-drive the application process with smaller high-profile projects. 

In 2016, Chelsea adopted the Community Preservation Act (CPA), electing to generate CPA funds through a local property tax surcharge and a variable distribution from the State Community Preservation Trust Fund. JM Goldson provided professional planning services and expertise in community engagement for the City of Chelsea’s Community Preservation Committee (CPC) and city staff in the creation of their first Community Preservation Plan. The Plan now serves as a solid base and guidance document for Chelsea’s CPA program. 

JM Goldson also provided technical assistance to the CPC when reviewing the first round of applications and eligibility forms—as well as administrative support for the process, including facilitation of application workshops and information sessions; the creation of an application process and materials; and as the point of contact for questions from interested applicants.
