JM Goldson, as part of Levine Planning Strategies work on the Hallowell Master Plan, provided spatial analysis to support the understanding of existing conditions, opportunities, and constraints. Hallowell is a small community in Kennebec County noted for its historic resources and reputation as “Maine’s Antique Riverport.” The community is bounded by the Kennebec River and has vibrant arts and cultural resources including one of Maine’s oldest community theater companies.
